Mr. Kraker regularly assists multinational corporations, industry associations and foreign governments with respect to US legislative and political matters. He advocates client interests before the US Congress and the Administration with a focus on policy and regulatory issues affecting a wide range of industries, including steel, automobiles, high technology, telecommunications, defense and defense procurement, oil and gas, footwear, and various consumer and agricultural goods.Mr. Kraker has designed and implemented advocacy campaigns and helped establish coalitions to support client interests. He regularly drafts advocacy and position papers, testimony and talking points, comment letters and PR materials, and petitions on behalf of clients. He advises Washington, DC-based foreign embassies on trade litigation and policy matters and foreign governments on US state and federal legislative activities affecting bilateral trade and investment issues.
Mr. Kraker also has focused on litigation and policy issues surrounding the WTO agreements, NAFTA, and other bilateral and multilateral trade agreements, including US free trade agreements. He advises clients on US Customs classification and tariff-related issues and has significant experience in US Section 201 and 421 safeguards, Section 301, Special 301, and anti-dumping/countervailing duty proceedings.
He has helped firms comply with the Foreign Agents Registration Act and the Lobbying Disclosure Act and provides advice regarding the ethical rules and standards of conduct that apply to Executive and Legislative Branch officials.
Mr. Kraker has co-authored articles and newsletters on business-to-business e-commerce, and on US trade policy, legislative, dispute and regulatory matters. He also was co-editor of a publication detailing findings of the WTO Dispute Settlement Body.
