The Honest Leadership and Open Government Act (HLOGA) was signed into law September 4, 2008, and amends the Lobbying Disclosure Act of 1995 (LDA) by: (i) lowering the reporting threshold for lobbyists and lobbying organizations; (ii) adding new political contribution reporting requirements; (iii) requiring quarterly filings for lobby disclosure and semi-annual reports for political contributions; (iv) tightening gift, travel and related rules; and (v) raising civil and imposing criminal penalties for "whoever knowingly and corruptly fails to comply with any provision of this Act."
